"All" and "None" as referenced to in Romans 3:11 and Isaiah 64:6-7 refer to those who choose to not seek after or understand God. These tend to choose to make excuses in this area in order to justify not living righteously. If you cannot see the cohesiveness of scriptures in their originally intended context then you may be part of the"All" and "None". There is -> none <- that ""understandeth"", there is -> none <- that ""seeketh"" after God. Romans 3:11 But ""seek"" ye first the kingdom of God, and his righteousness; and -> all <- these things shall be added unto you. Matthew 6:33 Ask, and it shall be given you; ""seek"", and ye shall find; knock, and it shall be opened unto you: [8] For every one that asketh receiveth; and he that ""seeketh"" findeth; and to him that knocketh it shall be opened. Matthew 7:7-8 Again, the kingdom of heaven is like unto a merchant man, ""seeking"" goodly pearls: Matthew 13:45 But without faith it is impossible to please him: for he that cometh to God must believe that he is, and that he is a rewarder of them that diligently ""seek"" him. Hebrews 11:6 Thou meetest ***"""him that rejoiceth and worketh ""righteousness """***, those that remember thee in thy ways: behold, thou art wroth; for we have sinned: in those is continuance, and we shall be saved. [6] But we are -> all <- as an unclean thing , and -> all <- our ""righteousnesses"" are as filthy rags; and we all do fade as a leaf; and our iniquities, like the wind, have taken us away. [7] And there is -> none <- that ""calleth upon thy name"", that stirreth up himself to take hold of thee: for thou hast hid thy face from us, and hast consumed us, because of our iniquities. Isaiah 64:5-7 ***(see verse 5. There are those outside of the "All" and "None". Context is key. See Acts 2:21 below.)*** And it shall come to pass, that whosoever shall ""call on the name"" of the Lord shall be saved. Acts 2:21 When any one heareth the word of the kingdom, and """understandeth it not""", then cometh the wicked one , and catcheth away that which was sown in his heart. This is he which received seed by the way side. [23] But he that received seed into the good ground is he that heareth the word, and """understandeth""" it ; which also beareth fruit, and bringeth forth, some an hundredfold, some sixty, some thirty. Matthew 13:19,23 Those who are not included in the ""All"" and ""None"" per the context of the usage of these words in Romans 3:11 and Isaiah 64:6-7 are clearly those who received, heard and understood God's word. These souls are not purposing in the hearts to rebel against what they received from God. These are the ones who purposely, of their own free will, submitted to their Creator and thus they continue on in life righteously bearing good fruits for Him. They seek after God without being forced to do so because they choose to understand His call for them. Their righteousnesses are not as filthy rags. The call from God for these believers is the exact same call that God has for even those who choose to be part of the "All" and "None". And the times of this ignorance God winked at; but now commandeth ***all*** men every where to repent: [31] Because he hath appointed a day, in the which he will judge the world in righteousness by that man whom he hath ordained; whereof he hath given assurance unto ***all*** men, in that he hath raised him from the dead. Acts 17:30-31 The Lord is not slack concerning his promise, as some men count slackness; but is longsuffering to us-ward, not willing that any should perish, but that ***all*** should come to repentance. 2 Peter 3:9
